Osbe Chill is not a name that you’ve probably heard yet, but he’ll be on the watch come 2018. If you’re not from Southern California, the name “Baldwin Village” may not be too familiar to you, though the area has much notoriety across the nation. Some know it as “The Jungles” (as shown in Training Day) and is part of the Crenshaw District.
